Pro-Cell L.L.C. Announces Plans for
New Plastics Extrusion Plant in Foley!

Foley, Ala.—Larry Sloan and son Kevin Sloan, owners of
Pro-Cell, L.L.C. and Foley Mayor, Tim Russell, announced Pro-Cell’s
plans to construct a new state of the art 60,000 sq. ft. manufacturing
facility and employ 100 persons within three years at Barin Field.
The Company will invest approximately $6,000,000 over a three year
period on a 20 acre site located adjacent to the Foley Beach Express
about one mile south of US 98. Annual payroll at the end of year
one is projected to be over $750,000 and increase to over $3,500,000 by
the end of three years of operation.

Pro-Cell was established in 1996 as a Limited Liability
Company and will manufacture and extrude plastic lumber, and specifically
focus on producing decking material. Larry and Kevin Sloan, natives of
Illinois, will be establishing Pro-Cell’s corporate headquarters,
manufacturing, and distribution in Foley. Construction on the building is
expected to start at the end of March with plant production beginning in
June.
“We looked at several areas in Florida, Georgia, and Illinois
and selected Foley for its transportation access, workforce, incentives and
pro-business climate. We are really excited about locating in Foley and feel we
will have a great impact on the economy of the area,” noted Larry Sloan.
Foley Mayor, Tim Russell, and Foley Industrial Development
Board Chairman, J.M. Lee, welcomed the Company. “We are extremely delighted
that Pro-Cell is joining our growing business community,” said Mayor
Russell. “We look forward to assisting the Company in any way we can to
help make the location and transition as smooth as possible.”
On behalf of Governor Bob Riley, Neal Wade, Director of the
Alabama Development Office, expressed his appreciation to Pro-Cell for
selecting Alabama. “We are pleased the Alabama Development Office and ADECA
were able to assist with this project. We look forward to continuing to
work with Foley and Baldwin County on projects like Pro-Cell. Alabama’s
central location in the growing southeastern market makes us a prime
location for plastics operations such as this. ”
Mary Frances Stewart, from District 4 of the Baldwin County
Commission noted, “The project will be a great diversification for the
Baldwin County’s economy as Baldwin has few plastics manufacturing firms.”
BCEDA Chairman, Jim Currie, noted that the Alliance and Lance
LaCour began working on the project in November 2002 when BCEDA made contact
with Kevin Sloan in Illinois. “ At that time, the site search area ranged
from Mobile to DeFuniak Springs. In the end, Baldwin County and Foley
competed with an available building in Milton (Santa Rosa County), Florida,
” Currie noted.

County Commissioner Jonathan Armstrong, and South Baldwin Chamber Chairman
